Question Regarding Building Scale/Exterior Building Material

I am assisting a community (I work for the Brick Industry Association) that would like to specify the appropriate sized brick that can be used on a building/development based on the scale of the building/development. Does anyone have any thoughts on this or can you lead me to resources? Their biggest concerns are the use of a King Brick, Norman Brick, Jumbo Brick, Economy Brick and the dreaded Utility Brick. I found a college in Florida that specifies Jumbo Brick, the height of the buildings are at 4 stories. I found another community that indicates a Jumbo Brick is appropriate after 2 stories.
