"What we're trying to do is encourage houses that are more in proportion to the size of the lot," said Glenn Chalder, a principal with Planimetrics who has worked with New Canaan and Ridgefield on house sizes. "If zoning doesn't change to keep pace with the community, then people are going to be unhappy."
Some builders say new zoning regulations are not the answer.
"Every time this discussion comes up, I've always said the marketplace determines the size of houses, not the zoning regulations," said builder Rick Benson, who has also served on the Planning and Zoning Commission. "Houses built now are smaller than ones built three years ago. As energy costs continue to rise, people are going to want more energy-efficient houses."
For some developers, design, not size, is the problem.
"I personally feel that you can build some very ugly small houses," Westport builder Michael Greenberg said. "I think the objection, which is rightfully so, is that there are these out-of-scale, out-of-context homes that seem to be on life support, in terms of the fact that they can be plunked down anywhere . . . without fitting in to the site."
I think these three quotes demonstrate some of the various positions on the residential development.
Locally we have the opposite problem. We have communities which have codifed the minimum house size then push for larger houses, which of course means more tax revenue, even if the market won't support larger houses.
We worked on a development in a community whose ordinace called for a minimum of 1,400 SF. We designed a series of production houses in the 1,800 SF to 2,400 SF (Price point of $175K to $225K) area and the City Manager pushed the developer to promise 3,600 and up (Price point of $360K and up).
The area is a working middle-class area with probably the lowest property values outside the city of Dayton. The golf community development across the street was in foreclosure for the zillionth time. The demand's by the City killed the project. |
